Public libraries in the 20 counties of the North Texas Regional Library System (NTRLS) are facing unprecedented challenges. Local governments provide approximately 95% of public library funding. 
State funding is minimal and has been decreasing steadily for the past decade.
Local governments face increasing demands for services in a period of economic decline.
Declining resources for public school libraries shift more and more of the burden for student needs to the public libraries. 
State Library resources and requirements have caused a shift from Library System funding of collection development toward more specialized services, further placing the squeeze on public library resources.
